Job Description
The Whiting School of Engineering for Professionals is seeking a Financial Manager who will report to the Administrator and will plan and conduct complex studies to improve the financial effectiveness of the EP Department. Responsible for accuracy and timeliness of consolidated financial statements and financial analyses. Developing efficient and effective financial processes, procedures and policies. Collaborates with WSE Business Office to improve the financial effectiveness of the EP Department to achieve financial targets on budgets of $60M. Will provide leadership for financial reports and overall financial management necessary for sound fiscal operation of the EP Department.
Performing comprehensive analysis and projections, relating to business or research trends to improve Departmental operation and financial effectiveness. Oversight of financial transactions in the development and monitoring budgeting and finance activities. This position will plan to improve the financial effectiveness of the Department. Responsible for accuracy and timeliness of consolidated financial statements and financial analyses. Developing efficient and effective financial processes, procedures, and policies. Directly supervise EP Department’s finance team in areas of financial management and analysis.
Specific Duties & Responsibilities
- Preparing and analyzing financial information and trends, monthly and quarterly reports to depict key findings from analyses.
- Develops financial reports for forecasting and result analysis to improve operations and financial effectiveness, and for the purposes of forecasting, and trending.
- Perform financial planning and cost analyses.
- Analyzes financial data to ensure efficient use of resources, and to project future expenditures.
- Reviews costs and performs cost benefit analysis on all programs and identifies budget issues and provides fiscally responsible solutions.
- Ensures compliance with university regulations.
- Verifying budgets and expenditures. Oversees the design and implementation of various integrated systems to improve the operations of the finance office including faculty appointment letter process, financial and personnel document management, financial dash boarding.
- Manages the daily financial operations for the Department – financial reporting, analysis, and management. Directs and participates in gathering, analyzing, summarizing and preparation of financial plans budgets and operating forecasts. Provides explanations of variances to budget to Administrator. Develops and proposes solutions to financial concerns. As part of the finance team analyzes issues and ensures timely implementation of solutions. Manages Department’s year-end financial transaction, reconciliation, and reporting. Monitors expenditure levels against budgets and provides accurate forecasting. Makes budgets adjustments and other cost improvement measures as required. Coordinates the preparation of and interprets monthly and quarterly financial reports. Provides ad-hoc reports as requested.
- Develops financial report formats for forecasting, trend and result analysis. Prepares detailed annual budgets.
- Develops financial policies and procedures and training material for the Department in accordance with the WSE policies. Oversees timely and accurate accounts of Department’s financial transactions including establishments and monitoring of internal controls as needed to ensure accuracy and avoid errors or fraud.
- Oversee the daily operations of the Department to ensure the operation within all policies and procedures. Ensure that the financial staff achieve and maintain self-sufficiency in their provision of financial analysis and overall administrative services to Department faculty.
- Approves SAP documents for purchases, invoice payments, travel reimbursements, shopping carts, non-payroll cost transfers, faculty HR documents and salary distribution.
- Supervises Departments’ finance team in the areas of financial analysis and budget development.
- Responsible for performance evaluations of staff according to institutional guidelines. Providing ongoing feedback and constructive support, identifying training needs and setting goals. Pro-actively collaborate with the Administrator on conflict resolution up to and including termination.
- Assist with on-boarding new faculty, staff. Oversees financial training and orientation for the Department. Organizes or delegates organization of weekly and monthly departmental finance meetings.
- Applies a working knowledge of applicable laws and regulations; verifies documents for completeness and compliance.

Minimum Qualifications
- Bachelor's Degree in Finance, Accounting, Business or related field.
- Five years related financial/accounting and financial management experience, e.g., planning, directing, monitoring, organizing, and controlling the monetary resources of a department, center, or unit.
- Additional education (master's in a related field) may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
Preferred Qualifications
- CPA or Master’s Degree strongly preferred.

Starting Salary Range: $73,300 - $128,300 Annually (Commensurate with experience)
