DESCRIPTION

The Herbert Wertheim School of Public Health and Human Longevity Science is dedicated to creating and promoting public health innovations to advance equity, justice, and wellbeing for all. The School focuses on health, diversity, inclusion, and social equity in everythingwe do. We believe this starts in the workplace, where we actively strive to ensure a sense of belonging for everyone and honor the idea that through our differences, we are better together. In working to fulfill that vision, we are comprised of more than 125 primary appointed facultyand academics, 200 staff members, and 25 secondary appointed faculty and provide mentorship and instruction to 750+ BSPH undergraduate major students and 225+ postgraduate students across six degree programs as well as a clinical residency. We conduct research and instruction in public health disciplines such as Biostatistics and Bioinformatics, Climate & Environmental Health, Community Health Services & Preventive Medicine, Epidemiology, Global Health, Health Behavior, Health Equity & Justice, Health Policy, Public Mental Health & Substance Use, and Technology & Precision Health, totaling ~$255M in grants and contracts and housing five research servicecores. We engage in research and teaching collaborations across the University and the community at-large. Partnerships with the community and with health agencies are fundamental to the School.

Under the general direction of the Assistant Business Officer (ABO), manages the daily operation of the School's pre-award team. Supervises and trains pre-award staff. Manages own portfolio of funds/PIs/programs in the areas of fiscal budgeting, fund status reporting, post-award grant and contract administration, and institutional and funding agency/organization reporting. Provides complex financial reporting to include budget development and trend analysis, create and compile financial reports to track spend patterns, capture statistics, and identify trends. Serves as a liaison to and works with the Office of Contract and Grant Administration/Sponsored Projects Office, Sponsored Projects Finance, Business Contracting, and other campus departments and outside institutions and funding agencies. Fosters collaborative and positive relationship with the School of Public Health's Faculty Research Support Team (FRST) lead. Provides advice and guidance on complex policies and procedures for faculty, business office, and other staff. Serves as back-up for pre-award analysts when out of the office and/or when there are gaps in hiring replacements. Consults and advises Associate Dean for Business Affairs, ABO,assigned PIs, and others as needed in all aspects of pre-award.

Receives assignments in the form of objectives with goals and the process by which to meet those goals. Responsible for supervising the day-to-day pre-award activities. Provides direction according to established policies and management guidance.

Uses advanced contracts and grants concepts to manage high volume and high complexity transactions. May review and guide others in the review of financial and administrative management requirements of research contract and grant proposals, awards and/or transactions to ensure compliance with institutional and sponsor policies. Works independently to assess complex grant, contract, and subcontract transactions where analysis requires an in-depth evaluation of variable factors. May be eligible for delegated signature authority. May review and sign transactions for less experienced staff. May serve as a technical specialist in a particular area, such as federal contracts, state contracts, subcontracts, or information systems. Central Role (CR): Typically works on highly complex proposals and awards such as grants/contracts which require task budgets, option years, multiple investigators, and multiple sub-awards. Is eligible for delegated authority.

MINIMUM QUALIFICATIONS
  • Nine (9) years of related experience, education/training, OR a Bachelor's degree in related area plus five (5) years of related experience/training.

  • Supervisory or work lead experience.

  • Extensive knowledge of program administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment. Thorough understanding of research administration guidelines. Proven efficiency and accuracy in the preparation of grant budgets of all types.

  • Advanced knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.

  • Ability to manage high volume and complex transactions. Ability to manage significant volume of transactions. Skill in prioritizing a high-volume workload to ensure priorities and other deadlines are met. Ability to maintain flexibility to redirect efforts when priorities change. Demonstrated ability to organize and prioritize multiple work assignments, managing both complicated long-range projects and proposals as well as short-term/immediate tasks, evaluate workload and resources, and problem-solve.

  • Ability to perform highly complex financial analysis and customized reporting.

  • Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management, and financial reports.

  • Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas. Demonstrated ability to develop and maintain effective, productive, and cooperative professional relationships with staff and academics at all levels of the organization and work collaboratively with individuals and groups to incorporate their ideas and adapt to their needs.

  • Maintains knowledge of and ability to interpret and apply sponsor, institutional, and departmental policies. Knowledge of current compliance regulations in all areas of research administration.

  • Demonstrated advanced knowledge of generally accepted accounting, fiscal, and reporting principles.

  • Experience with all types of award mechanisms, including grants, contracts, subcontracts, and cooperative agreements. Majority of experience in biomedical sciences pre and post-award administration.

  • Full knowledge of Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, intellectual property policy, conflict of interest requirements, publication rights, application of indirect cost rates, and other complex concepts in research administration.

  • Ability to interpret policy for others.

  • Proven ability to deal with changing priorities and direct the work of others accordingly.

PREFERRED QUALIFICATIONS
  • Ten (10) years of relevant experience preferred.

  • Master's degree in finance or accounting, CPA, or other accounting certificate.

Pay Transparency Act

Annual Full Pay Range: $85,400 - $156,800 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $40.90 - $75.10

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
