Lake Tahoe Community College (LTCC) announces an opportunity to work in Fiscal Services as the Accountant.

Under the direction of the Director of Fiscal Services, the Accountant is responsible for maintaining and adjusting the District budgetary and accounting records; as well as preparing financial statements.

Administrative Services provides the campus with essential services to ensure the ongoing operations of the college and serves as the liaison to classified staff. Each of the departments within the Administrative Services provides critical support to ensure continued safe and sound operations of the college. The Fiscal Service department manages budget development and monitoring, accounting, payroll, accounts payable, accounts receivable, and auditing.

APPLICATION PROCESS:
After review, suitable applicants will be invited by phone or email on or around Wednesday, November 6, 2024 to participate in a skills assessment. Successful candidates will then be interviewed by a committee of approximately 3-5 individuals; these interviews are tentatively scheduled for November 18, 2024. Meeting the minimum requirements does not guarantee an interview. LTCC reserves the right to return to the applicant pool at any point during the recruitment process.

Salary Range: LTCC offers a competitive compensation package that includes a starting placement salary of $62,435 to $68,912 annually, dependent on education and experience. There is potential to reach $79,916 annually, through step advancement plus longevity when appropriate. In addition to base salary, this position qualifies for extra bilingual (Spanish), masters or doctorate pay.

Several plan options maintain a zero monthly premium cost from the employee and include full coverage of a gold-level medical plan that, on average, covers 80% of healthcare expenses for a standard population. LTCC also matches 27% of an eligible employee’s salary and contributes it into a CalPERS pension account for qualifying employees.

Work-Life Balance: This position is 40 hours per week and 12 months per year, including summer and winter hours. Hours are expected to be Monday-Friday, shifts will be within center hours of 8 am to 5 pm, hours may vary according to the needs of the program. This position is eligible for overtime compensation (non-exempt). This position may qualify for LTCC’s telecommute program, which allows employees the opportunity to telecommute for up to 20% of the work week after completion of a three-month qualifying period.

LTCC provides a generous leave package including 17 paid holidays per year plus 12 days vacation (with the potential to reach 24 days through years of service) and 12 days sick leave per year. Furthermore, LTCC has made a commitment to full closures during holiday breaks and several weekends adjoining holidays to provide employees the ability to take advantage of holiday and vacation usage.

Description

Definition:
Under the direction of the Director of Fiscal Services, perform complex accounting tasks; maintain the general ledger, subsidiary ledgers and other financial records. Prepare various reports including general-purpose financial statements.

Distinguishing Characteristics:
The Accountant is responsible for maintaining and adjusting the District budgetary and accounting records; as well as preparing financial statements.

Representative Duties:
Analyze and classify financial transactions, record activity and adjustments (journal entries, budget transfers, cash transfers) to the general ledger; record and reconcile daily enrollment and financial aid transactions; reconcile to County Office of Education accounting records; prepare general purpose financial statements and quarterly financial status report; answer inquiries from staff, faculty and administrators regarding budget or financial issues.

Complete monthly bank account reconciliations; prepare various State and Federal periodic and ad hoc reports; perform year-end work to close income and expense; prepare accruals and reports; reconcile asset and liability accounts; review revenue postings from the County and adjust as needed, report and respond to inquiries from auditors during interim and final annual audits; assist Director of Fiscal Services in preparing budget documents.

Prepare financial transaction resolutions for Board of Trustees action; review requisitions for availability of funds and appropriateness; encumber funds; claim funds from appropriate agency for capital outlay and scheduled maintenance projects; maintain appropriate financial records; monitor cash flow; report on expenditures; compare expenditures to budgets and contracts.
Administer the collaboration between the district’s ERP system and the County’s financial management software; suggest process improvements; research variances and work with staff in order to reconcile accounts.

Review payroll or accounts payable payment orders; assist in the training of new staff; review and oversee their work including year-end reports; serve as backup to the payroll and accounts payable positions; make accounts receivable collection efforts; maintain appropriate records; perform special financial and statistical research as required; and provide information to other departments.

Perform related duties as assigned.

Education and Experience

Education and Experience
Any combination equivalent to: a bachelor’s degree in accounting, business administration or related field and three years of responsible financial and statistical record keeping experience preferably in the field of governmental or fund accounting.

Knowledge of:
  • Generally accepted accounting principles and governmental accounting.
  • Modern office practices, procedures and equipment.
  • Accounting techniques and methods.
  • Financial reporting methods.
  • Statistical analysis methods and techniques.
  • District policies and procedures affecting assigned work.
  • Letter and report writing practices.
Ability to:
  • Analyze accounting transactions and prepare financial reports.
  • Maintain and monitor financial records of the District including income, encumbrances, reconciliation, adjustments, expenditures and budgets.
  • Perform arithmetic calculations and tabulations with speed and accuracy.
  • Maintain complex accounting and financial data and prepare reports and financial statements.
  • Operate standard office equipment including personal computer and related software.
  • Communicate effectively both orally and in writing.
  • Establish and maintain cooperative relationships with those contacted in the course of work.
  • Analyze data and set up appropriate records.
