The Position



The City of Beaverton is seeking a dedicated and compassionate person to join our team as a Community Services Program Manager. This position is responsible for the planning and execution of the city’s Community Services program with a primary focus on people experiencing homelessness. This includes oversight of the Safe Parking program, liaising with Washington County for the temporary and new year-round shelter sites and access center, and grant and contract management.

As a subject matter expert and lead on the city’s strategic work in response to homelessness, the Community Services Program Manager liaises with key partners across the county and across sectors and convenes internal partners to respond to sensitive and challenging issues. This position also plays a crucial role in policy and program development and advising leadership on new opportunities to support the city’s response to homelessness and the needs of low-income populations in Beaverton.

The context
According to the 2023 point-in-time (PIT) count, there were 773 persons experiencing homelessness in Washington County, with 230 persons living unsheltered. Beaverton is working with Washington County to create a year-round shelter site, slated to open in late summer/early fall of 2024. The city also runs a 5-site program for a safe, legal place to park for those living out of their vehicles and is liaising with Washington County to set up an access center.

Following the passage of the Metro Supportive Housing Service (SHS) measure in 2020, Washington County, one of the city’s key partners, has paired critical housing resources with expanded shelter capacity, local outreach workers and experienced case managers. The County budgeted $86.3 million in SHS measure funding for the third year of implementation, fiscal year 2023-2024. It is essential that the City continue to engage in crucial conversations related to these resources and the housing and services they will provide.

This is a full-time, exempt, Management 2 (M2) position. There is one vacancy. This position is pending final City Council budget approval on June 4, 2024.

Responsibilities

 

  • Develop, implement, and manage complex projects that address homelessness in Beaverton and seek to address gaps in the city’s service provision. Research best practices, analyze reports, and develop policy and program solutions.
  • Serve as a primary liaison between the city, Washington County, and architects and partners, as well as Community Development and City Attorney’s office on the year-round shelter.
  • Serve as the primary city liaison for the Safe Parking Program sites and the temporary and year-round shelter partners to include frequent communication, logistics, facilities and supplies.
  • Build and maintain cross-sectoral relationships (government, faith-based, nonprofit) to increase collaboration and maximize the impact of homeless services in Washington County. Represent the City of Beaverton in regional initiatives and committees, policy forums, community meetings, public events, and strategic conversations.
  • Administer the city’s social service funding grants, including drafting, reviewing, and managing contracts and reporting with social service partners. Ensure compliance and oversight to grantees receiving city funding. Provide training and technical assistance to ensure compliance with laws, regulations, program guidelines and contractual obligations.
  • Coordinate the Social Services Funding Committee including facilitating grant deliberations and presenting annual funding recommendations to City Council. Contribute to the capacity building of nonprofit organizations that the city partners with by offering individualized support and workshops throughout the year.
  • Develop and manage operating contracts for program services and ensure accountability and compliance with contracts. Implement changes to ensure the best services for people experiencing homelessness.
  • Act as a subject matter expert and serve as a resource to other staff by providing consultation and technical assistance to other departments on homelessness. Convene cross-departmental strategic discussions on approaches to respond to homelessness. Advise leadership on response based on local context and existing services.
  • Engage with community members and businesses to provide education and awareness and implement best practices on homelessness related topics. Represent the city in sensitive conversations with residents and entities concerned about the city’s approach to responding to homelessness.
  • Prepare messaging and strategy for public communications about highly visible programs such as the Beaverton Shelter and Safe Parking Program.
  • Work closely with leadership to help develop and assist in making key policy decisions around decreasing homelessness in the city.

  • Prepare and provide recommendations to City Council on emerging issues related to homelessness in the Beaverton area, including increased funding and opportunities for key community partnerships to advance the city’s support for vulnerable residents.
  • Co-facilitate the cross-departmental Internal Homelessness Team (IHT).
  • Create a workplace that promotes the organizational values of workplace diversity, equity and inclusion.

Qualifications

Minimum qualifications:


  • Bachelor’s degree in Public Administration, Social Work, Public Health, or a related field; and
  • Five years of experience in administration of a similar program area, including responsibility for budgeting, communications, and program development; or
  • An equivalent combination of education and experience enabling the incumbent to perform the essential functions of the position.
Licensing and special requirements
  • Valid driver’s license and ability to meet the city’s driving standards.
  • Ability to pass reference checks, background check, and education verification.

Compensation

Wage range: $6,731.15 - $9,021.29 monthly
Starting rate will be determined depending on relevant work experience as outlined in the Equal Pay Act. New hires who meet minimum requirements will start at step one. Higher steps may be offered to those who have additional years of directly related experience to the position within the posted wage range.
