About Argus Community
For over 50 years Argus Community has brought together outstanding people, resources and programs to care for New York City’s most vulnerable populations. Currently, the organization operates a sprawling network of programs, residential facilities and affiliates touching the lives of 20,000 individuals each year across 22 locations in the Bronx, Manhattan, Brooklyn, Queens and Long Island with a budget of approximately $50M, and over 500 staff.
Currently, the organization touches almost 20,000 lives annually through a diverse network of programs including Addiction Treatment, Harm Reduction, Mental Health and Residential Services, Health Homes, HIV Care Management/Care Coordination, Wellness & Prevention, HIV/Hepatitis C Testing, Special Care Nursing Home, Supportive Housing, Education/Vocational Programs, and Home and Community Based Services.
The Opportunity
The President & CEO will be called upon to determine the organization’s next chapter of service to the community and the critical infrastructure, programmatic and operational changes that will be needed to best position Argus for a successful future. Working in collaboration with Argus’ Board of Directors, the incoming executive leader will be charged with envisioning a new strategic plan and path forward which maintains the high level of respect and competence with which Argus is currently viewed by policy-makers and government partners and builds on its diverse portfolio of programs and an experienced and committed Leadership Team and staff. They will be expected to prioritize programmatic synergies and opportunities which align Argus’s diverse network of affiliates so that they are positioned to advance new program innovations, enhance client services and expand its reach and impact. The next executive leader will also identify the necessary financial investments and resources required to modernize the organization’s infrastructure, policies and systems, expand its visibility with government and other strategic partners, and diversify its revenue streams and fundraising capacity.
Key Leadership Responsibilities
Strategy, Vision & Organizational Leadership
- Develop a compelling strategic vision, actionable plan and path forward for the organization that prioritizes the integration of all programs, services and affiliates, the development of new program initiatives and the advancement of operational excellence and long-term financial stability.
- Establish overarching performance goals and priorities for the organization and its programs and create both qualitative and quantitative data benchmarks to track and report on progress towards these goals to the Argus Board.
- Collaborate with, support and keep the Board informed of key governance, policy, programmatic and fiscal matters and leverage their expertise to support the success of the organization. Assist the Board in identifying prospective candidates to expand and diversify membership of the Board.
- Provide supportive and inspiring leadership to a large and diverse management team and frontline staff, inspiring these groups to collaborate and rally around shared organizational values, goals and priorities.
- Ensure that the organization has the right senior leadership and competencies in place and that all roles are clearly defined and aligned to drive high-quality programs, superior client service, fiscal accountability, and operational excellence.
Operational Advancement, Systems Building & Fiscal Oversight
- Assess and provide meaningful oversight and high standards for the management of the organization’s financial assets, systems and infrastructure ensuring that they provide a strong foundation to support and advance the organization’s operations, long-term positive financial health and future plans for growth.
- Determine the investments that will be required in technology, people, systems, policies, and facilities and set a game plan for modernizing these resources consistent with best practice.
- Implement programs and policies to positively foster the on-going engagement and development of staff while reducing turnover and building a unified team all pulling in the same direction to achieve organizational goals.
Program Innovation & Service Excellence
- Based on a solid understanding of the core services and programs of Argus’ service model, inspire the leadership team to develop and implement programs, special initiatives and ventures which advance the core mission and strategic priorities of the organization.
- Prioritize the full integration, cross collaboration and input of all program and administrative teams and affiliates to ensure the provision of seamless, high-quality, client-centric services which recognize the unique culture and qualities of each program, individuals served and the diverse teams supporting this work.
- Ensure that the appropriate compliance and quality management practices are in place to foster a culture of continuous quality improvement supporting program innovation and clinical excellence.
Partnerships & Community Engagement
- As the organization’s chief ambassador and spokesperson, will be responsible for significantly increasing the visibility of the organization and the Argus brand, and advancing its interests through the cultivation and fostering of productive collaborations with key stakeholders, partners, funders and community leaders.
- Position Argus as a thought leader and influencer of policies and best practices ensuring that the organization is at the forefront of innovation and the planning of new program initiatives.
Growth, Resource Development & Fundraising
- Design and execute a business and revenue development strategy that significantly deepens and broadens the current portfolio of relationships with the goal of expanding and diversifying revenue streams from government, third party payors, and prospective institutional and philanthropic funders.
- Plan and evaluate potential joint ventures, mergers and acquisitions, and other business opportunities that complement and further the interests and mission of Argus and sets the groundwork for organizational growth and expansion.

The President & CEO should have highly developed interpersonal, social and networking skills to cultivate and secure positive relationships and partnerships with key state and local funders, community partners, and policy-makers that advance the mission and core work of Argus. The President & CEO should also be an excellent listener and have the ability to engender trust, allegiance and the confidence of staff at all levels of the organization.
Business & Organizational Acumen
The President & CEO should be goal driven, have a strong business sense, and possess keen financial acumen. They should be skilled in navigating the fiscal landscapes of Medicaid, managed care, government funding streams, and foreseeing the risks and opportunities for the organization in the financing of complex healthcare and residential/housing initiatives.
Alignment with Organization Values & Mission
The President & CEO should demonstrate a strong sense of purpose and genuine commitment to Argus’ core values and mission and advancing programs and services that are equitable and client centric.
Candidate Profile: Experience
- 15 plus years’ experience in a C-suite level leadership roles with a successful track record of vision setting, leading complex operations and programs, and building leadership and staff teams for a substantial nonprofit organization, government entity or health system with a focus of services in one or more of the following areas – addiction treatment, harm reduction, HIV and AIDS, behavioral and community health, residential services and/or supportive housing.
- Strong working knowledge of the government funding, policy, programmatic, and clinical environment in which Argus operates as well as the current and future directions of Medicaid, managed care, health homes, and care management.
- Prior experience partnering with a Board of Directors or governing body and building financial resources/revenues through successful partnerships with government, institutional funders, and philanthropic supporters.
- Experience with NYS OASAS, NYSOMH, NYC DOHMH and/or related funded programs preferred.
- Advanced degree in social work, public or community health a plus.
Salary, Benefits & Location
The salary range for this executive leadership role is $400K - $450K commensurate with the candidate’s competencies, skills, and experience. Argus additionally provides a comprehensive Benefit Program. This is an on-site leadership role with a home base at Argus’s main office located at 760 East 160th Street in the Bronx.
